Only two candidates would make marijuana a more legal substance: Ron Paul and Rocky Anderson.
Obama, who had made campaign hints in that direction, well... you know. Obama's a 1% and part of the Oligarchy.

And who is mainly opposed to legalizing marijuana? Let's see...hmmm... is it:
libertarians? No
progressives? No
Ron Paul? No
Rocky Anderson? No
police? Split there--some are very much for legalization, some enjoy the overtime chasing marijuana folk, and some are opposed
"Legal" clinics? Believe it or not, yes
the garden industry? No
Alcohol Industry? ABSOLUTELY
Big Pharma? ABSOLUTELY
And which of these groups has the most influence over the Obama Administration?
Ah... hmmm..... it's not that hard to figure out, is it?

It's never been all that hard to do the math. There's no medical reason it's a class I substance, that much is known and quite well documented. You forgot Big Paper, Big Cotton and Big Rayon, which are several of the industries/lobbies that had the most to fear from industrial hemp fibers back in the day.
We spend billions of dollars fighting a War on a frigging plant...sigh.
